Health Care for All Maine promotes the establishment of publicly funded, high-quality health care coverage for all Maine residents.

This system must be efficient, financially sound, politically sustainable, and must provide benefits fairly distributed to all.

Universal Health Care Ballot Initiative

We are collecting signatures in 2026 to get a Universal Health Care Resolve on the November 2027 ballot.

Officially titled: “Resolve, Directing the Development of Legislation Establishing a Publicly Funded System of Health Care Coverage for All Maine Residents,”

What we require in a Universal Health Care Plan?

  • Guaranteed health care access for all Maine residents
  • Publicly financed, privately delivered
  • Not tied to employment
  • Maine residents can choose their own providers 
  • “The patient comes first”;  quality of care is equal for everyone.
  • Preventive care is emphasized
  • System is politically and economically sustainable
  • People are no longer uninsured or underinsured
  • Real cost savings by
    • Decreasing administrative waste 
    • Bypassing insurance companies that reap excessive profits while adding little to medical care.

The specifics of a Maine Health Plan will be determined by the Legislature, including its funding mechanisms. However, multiple economic studies in Maine indicate significant savings with a state-wide publicly funded system. The Legislative hearings will provide opportunities for public input and comment
