Healthcare For All Maine

Health Care For All Maine is seeking to put a Universal Health Care Resolve on the Maine state ballot for 2027.

To do so, WE need to collect at least 67,682 valid signatures from Maine voters by the end of 2026.

THE TIME IS NOW, WE ARE LONG OVERDUE

This ballot initiative directs the Maine Legislature to write and pass a plan for comprehensive, publicly funded health care coverage for every Maine resident—with cost-lowering protections, freedom to choose your provider, and prompt payment to providers—implemented by 2028.


Maine’s current health insurance system is often confusing, expensive, and unreliable. Many people have inadequate coverage—or none at all—and high costs can be financially devastating. Since the passage of Medicare, providers have been advocating for a national health program. For 61 years, healthcare has been a number one issue for the majority of Americans, and for 61 years, the healthcare system has remained unaffordable and unsustainable. The costs of these failures are beyond just numbers and figures. It costs lives and livelihoods. We can’t wait another 61 years for real change.


Health Care for All Maine is a Maine-based 501(c)(4) universal healthcare advocacy non-profit. We are comprised of healthcare professionals, longtime universal healthcare advocates, and community members working towards a healthcare system that works for all of us. We have launched a ballot initiative that would direct the Legislature’s health care committee to develop and report out a bill creating a comprehensive, publicly funded system of health care coverage for all Maine residents.

The proposal includes key promises: built-in ways to lower costs, coverage of all medically necessary services (as determined by a new oversight board), freedom to choose your health care provider, continued use of public and private providers, and prompt payment to providers at prevailing rates. The goal is to have the system implemented by 2028.


  1. Voters approve the resolve
  2. The Legislature’s committee that oversees health care and insurance must develop legislation to create a publicly funded coverage system
  3. A supervising board is created to oversee key elements of the program (members appointed by the Governor, reviewed by the committee, confirmed by the Senate)
  4. The committee must report out a bill intended to implement the proposal by 2028

It will be up to the Maine voters to demand the changes needed in our healthcare system, and it will be up to our elected representatives to uphold the will of the people. We hope that together we succeed in leading the nation. The Time Is NOW, The Time is way OVERDUE.


  1. Lower-cost protections built in
    The bill must include mechanisms intended to lower health care costs over time.
  2. Medically necessary care is covered
    The system would cover services deemed “medically necessary,” with that standard set by a supervising board.
  3. Keep your choice of provider
    The legislation must provide Maine people the freedom to choose their health care providers.
  4. Providers are paid promptly
    The system must provide prompt payments to providers at prevailing rates, helping keep clinics and hospitals financially stable.


This campaign is about building a system where health care is treated as a public good, where everyone is covered, and where decisions are made by patients and providers, not insurance companies. Health Care for All Maine exists because real change is possible—but only if people like you step forward.
